Grassroots to get important say at 20th CPC Congress


The guidelines for the election of delegates to the upcoming 20th National Congress of the Communist Party of China will guarantee that Party members at the grassroots are more effectively represented when delegates make decisions on the Party's key issues, said an official of the Organization Department of the CPC Central Committee.
The CPC Central Committee released a circular on Thursday on the election of delegates to the congress, while making comprehensive plans for related work.
In a statement released on Friday, the official of the Organization Department of the CPC Central Committee said the guidelines will ensure that the composition of the delegates is well structured and they come from a broad spectrum of society.
The department has made detailed arrangements for the election, which will be completed as of June 2022.
"Party members in the forefront of work and production from various fields must consist at least one-third of the total number of the delegates, while the number of Party officials and leaders should be limited to less than two-thirds of the number of delegates," the official said.
According to the CPC leadership, a total of 2,300 delegates will be elected by 38 electoral units across the country for the upcoming congress, which is planned to be held in the second half of 2022 in Beijing. They will represent more than 95 million Party members around China.
"During the congress, the delegates are expected to reflect the opinions and demands of Party members and the public, as well as discuss and decide on major issues for the Party. Electing delegates who can fulfill all tasks of the congress is related to giving full play to the core role of the Party's leadership, as well as the prosperity and long-term stability of the Party and the country."
Efforts must be made to recommend exemplary workers, farmers and professionals to stand for election as delegates. Party members who have made great contributions to poverty alleviation and fighting COVID-19, as well as those who have performed well in disaster relief missions and in harsh working environments should be highly recommended, said the statement.
It added that women and people from different ethnic groups should constitute a certain proportion of the delegates. Furthermore, people from the economic, sci-tech, national defense, political and legal affairs, education, communication, culture, health, sports and social management fields, among others, should all have representation.
The statement said that the election process will be strictly supervised to prevent any bribery or wrongdoing. There will be zero tolerance of any kind of corruption during the election, and those who violate rules, discipline and the law will be punished.
To become delegates, Party members should be nominated and inspected first before becoming candidates. After being elected, they have to go through a screening process before officially becoming delegates, it explained.
