全國人大財(cái)經(jīng)委副主任委員尹中卿介紹，今年4月下旬，全國人大常委會(huì)將安排審議證券法修訂草案，如果順利的話，經(jīng)過二審或者三審，年內(nèi)可以出臺(tái)。

The National People's Congress, the country's top legislature, is likely to approve the amendment to the Securities Laws this year, paving way for the much-awaited reform of the new-share sales mechanism.

我國最高立法機(jī)構(gòu)全國人大常委會(huì)今年或同意“證券法”修定案，為備受期待的新股票發(fā)行制度鋪平道路。

證券法即the Securities Laws,自1998年制定以來，這份證券法修訂草案（draft amendment）是目前為止最全面的，若順利或年內(nèi)出臺(tái)。

全國人大財(cái)經(jīng)委副主任委員尹中卿表示，目前形成的修訂草案新增了一百多條內(nèi)容，修改了一百多條內(nèi)容，刪除了二十多條內(nèi)容。比如，修定案增加了對(duì)小股東現(xiàn)金紅利（cash dividends ）的內(nèi)容，取消國內(nèi)企業(yè)在海外市場(chǎng)發(fā)行證券（issue securities in overseas markets）的行政審批（administrative approvals）。

尹中卿表示，此次修訂證券法是為推動(dòng)以市場(chǎng)為導(dǎo)向的證券業(yè)（promote a market-driven securities sector）, 遏制行政管制和干預(yù)（rein in administrative control and intervention），加強(qiáng)監(jiān)管機(jī)構(gòu)的監(jiān)督（ enhance regulators' oversight），更好地保護(hù)個(gè)人投資者的利益（protect individual investors' interest）。分析人士指出，證券法修訂草案有利于推動(dòng)股票發(fā)行從核準(zhǔn)制（approval-based IPO system）向注冊(cè)制（registration-based system）過渡。
