美國(guó)貿(mào)易代表辦公室21日將阿里巴巴重新納入了其年度“惡名市場(chǎng)”名單，這距離該公司從名單中除名僅僅過(guò)去了四年。

Chinese e-commerce giant Alibaba is back on the US's "notorious markets" list over counterfeit goods sales.
中國(guó)電商巨頭阿里巴巴因售賣假貨被重新納入美國(guó)“惡名市場(chǎng)”名單。

Alibaba was taken off the list four years ago, but US authorities say the firm's online platform Taobao is used to sell "high levels" of fake goods.
四年前，阿里巴巴剛剛從這個(gè)名單中被移除，但是，美國(guó)方面表示，該公司的網(wǎng)購(gòu)平臺(tái)淘寶被用來(lái)售賣“高級(jí)”假貨。

The company has rejected the allegations, insisting it polices its market place better than in the past.
阿里巴巴對(duì)此提出抗議，堅(jiān)稱其對(duì)購(gòu)物平臺(tái)的監(jiān)管比過(guò)去更加嚴(yán)格。

所謂的“惡名市場(chǎng)”（notorious markets）是美國(guó)用來(lái)形容那些存在大規(guī)模侵犯知識(shí)產(chǎn)權(quán)行為的海外網(wǎng)站和實(shí)體市場(chǎng)（websites and physical markets outside of the US where large-scale intellectual property infringement takes place）?！皭好袌?chǎng)”名單由國(guó)際知識(shí)產(chǎn)權(quán)聯(lián)盟（International Intellectual Property Alliance）和美國(guó)貿(mào)易代表辦公室（Office of the United States Trade Representative）發(fā)起，自2006年開(kāi)始每年發(fā)布年度名單。

對(duì)于阿里重返年度“惡名市場(chǎng)”名單，阿里巴巴集團(tuán)總裁Michael Evans在一則聲明中稱：

We are very disappointed by the USTR's decision to include Taobao on its "Notorious Markets" list, which ignores the real work Alibaba has done against counterfeits.
我們對(duì)美國(guó)貿(mào)易代表辦公室的決定深感遺憾,他們無(wú)視了阿里巴巴在打擊假貨方面所做的實(shí)際工作。

In 2016 alone, Taobao, the customer-to-customer platform, has removed more than double the number of infringing product listings than it did in 2015.
僅僅2016年這一年，淘寶平臺(tái)移除的侵權(quán)產(chǎn)品數(shù)量就是2015年的兩倍。

Our results speak for themselves. Unfortunately, the USTR's decision leads us to question whether it acted based on the actual facts or was influenced by the current political climate.
我們努力的結(jié)果是最好的證明。可惜的是，美國(guó)貿(mào)易代表辦公室的這個(gè)決定不禁讓我們懷疑，這個(gè)決定究竟是基于事實(shí)，還是受到了當(dāng)前政治局勢(shì)的影響。

對(duì)此，我國(guó)外交部的回應(yīng)是：

The two countries should provide a fair and impartial trade environment for the activities of each other's companies.
兩國(guó)應(yīng)該為彼此企業(yè)開(kāi)展正常互利合作提供公平公正的環(huán)境。

其實(shí)，今年登上“惡名市場(chǎng)”名單中國(guó)網(wǎng)絡(luò)和實(shí)體市場(chǎng)平臺(tái)并不只有淘寶一家，其他在名單上的還有：B2B電商平臺(tái)GONGCHANG.COM、北京秀水街、廣州白云皮具城、沈陽(yáng)五愛(ài)市場(chǎng)等。
