據路透社8月24日報道，中國環保部在一份通報中說，今年上半年中國啟動了將近8000個水污染治理項目，總投資6674億元人民幣。治理行動覆蓋全國325個地表水污染點。

China launched nearly 8,000 water clean-up projects in the first half of 2017 with projected total investment of 667.4 billion yuan ($100 billion), the environment ministry said on Thursday.
環保部24日稱，2017年上半年中國啟動了近8000個水污染治理項目，總投資6674億元人民幣。

據悉，環保部在通告中表示，這些水污染治理項目（water clean-up projects）是2015年的一項水污染防治行動計劃的一部分（part of a 2015 action plan to treat and prevent water pollution），涉及全國325處受污染的地表水（cover 325 contaminated surface water sites across the country）。

通報說，全國一共確認343個污染點（a total of 343 contaminated sites had been identified），也就是說，近95%編制實施了達標方案（95 percent had drawn up plans to bring water quality up to required standards）。

但是，通報指出，部分地區進展滯后（some regions were still behind schedule），按期保質完成2017年重點任務的形勢嚴峻。

報道稱，中國竭力要增加供應（increase supplies），保障糧食與能源安全（guarantee future food and energy security），為此中國承諾大幅改善主要水體的水質（make significant improvements in its major waterways），打擊采礦、煉鋼、紡織、印刷和煉油等高污染行業排放未經處理的廢水（curb untreated wastewater from highly polluting sectors like mining, steelmaking, textiles, printing and oil refining）。

環保部本月說，2017年上半年水質已經整體好轉（overall water quality had improved），但部分地區不達標樣本的數量上升（some regions registered an increase in substandard samples over the period）。

報道稱，中國將水供應分為六級（grades its water in six bands），最低一級是“劣Ⅴ類”（below grade 5），是指供水甚至無法用于工業和灌溉用途（unusable even for industrial or irrigation purposes），被描述為“黑臭”水體（"black and stinky" water）。

環保部說，全國地級及以上城市2100個黑臭水體中，44.1%完成整治工程（completed treatment projects）。環保部還說，今年上半年全國新（改、擴）建污水處理設施809個，但是天津、江西、內蒙古、廣西、新疆、湖北、廣東等地的工作相對滯后（had fallen behind）。

報道稱，作為建立新制度的一部分，全國目前已經任命了20萬名“河長”（river chiefs），該制度旨在讓地方官員在改善水質、防治污染方面負起更多責任（making local officials more accountable when it comes to improving water quality and curbing pollution）。
