8月2日，國家文物局局長單霽翔在人民網做“文化遺產：讓生活更美好”的演講時指出，國內一些城市建設與發展中存在大拆大建、盲目效仿、浪費資源等八大誤區。他認為目前舊城改造存在的問題是把千百年積淀的深厚文化底蘊的舊城，僅僅定位于改造的對象，而沒有強調它需要保護、需要有機更新的一面。

在上面的報道中，blind reconstruction指的就是“盲目改造”。Reconstruction一詞的意思是“重建，改造，復原”。看一下例子：The reconstruction of the Town Hall is scheduled to start next month.（市政廳的重建計劃于下月開始。）目前，玉樹地震災區的post-disaster reconstruction（災后重建）也在進行當中。
如今在許多城市都存在building redundant project（重復建設）現象，對資源和環境都造成很大破壞。部分地區還存在很嚴重的over-building（過度開發）和under-using（使用不足）并存的情況。這些都是跟overheated property market（房地產市場過熱）緊密相關的。
