中美雙方經過七輪磋商，終于在11月8日就紡織品問題達成協議，商務部發言人說，一體化后美方頻繁對中國紡織品實施限制措施，給兩國紡織品貿易帶來了極大的不穩定性，中美兩國業界強烈要求兩國政府通過磋商達成協議，為兩國業界創造穩定的貿易環境，維護雙邊經貿關系。中美紡織品協議將于2006年1月1日正式生效。

句中的smooth over 指的是“消除、解決”、“緩和”， 在表示“去掉障礙”，“消除問題”時，常用到這個詞組。例如：The
manager gave her a smile to smooth over her shyness at the job
interview.（經理對她笑了笑，以消除她面試時的靦腆。）；to smooth over a lengthy feud（紓解由來已久的世仇）。
Smooth over 還有“掩飾”的意思，如：The maid broke the vase and tried to smooth
over her fault.（女仆把花瓶給打碎了，想加以掩飾過失。）
